                                  PUTNAM COUNTY COMMISSION REGULAR SESSION

                                                                     January 24, 2012

 

OPENING

 

President Gary O. Tillis, Commissioner R. Joseph Haynes and Commissioner Stephen A. Andes were present when the9:00 a.m.meeting was convened in the Putnam County Commission Chambers by County ClerkBrian Wood.  The Pledge of Allegiance followed. 

BRIAN WOOD, COUNTYCLERK

Mr. Wood presented the following documents for the Commissioner’s approval and signature:

1. Edit registers and checks
2. An Order to issue a check from the Dog Fund in the amount of $1,176.00 payable to Casto & Harris, Inc. for 9,800 rabies tags for FY 2013
3. An Order to issue a check from the General School Fund in the amount of $163,289.44 payable to the General County Fund for reimbursement of jail costs for September and October 2004, no later thanDecember 31, 2011
4. An Order to transfer from the General County Fund to the Putnam County Employee Benefit Fund, the sum of $7,303.00 for December 2011 optical and dental benefits
5. An Order to transfer from the Putnam County Community Criminal Justice Fund to the General County Fund, the sum of $23,676.41 for December 2011 payroll expenses
6. An Order to transfer from the Worthless Check Fund to the General County Fund, the sum of $1,399.97 for December 2011 payroll expenses
7. An Order to transfer from the Worthless Check Fund to the General County Fund, the sum of $836.67 for November 2011 payroll expenses
8. An Order to transfer from the Worthless Check Fund to the General County Fund, the sum of $991.34 for October 2011 payroll expenses
9. An Order to adopt the Emergency Absentee Voting Policy

Commissioner Haynes made a motion to approve and sign the presented documents.  Commissioner Andes seconded the motion.  The motion carried unanimously.

GENERAL BUSINESS

 

Commissioner Haynes made a motion to approve the minutes ofJanuary 10, 2012.  Commissioner Andes seconded the motion.  The motion carried unanimously. 

COMBINE AND DIVIDE

Commissioner Haynes made a motion to approve the Assessor’s Combine and Divide Orders as presented:

Herman M. & Amanda K. Warner

Commissioner Andes seconded the motion.  The motion carried unanimously.

COURT ORDERS APPROVED

Commissioner Haynes made a motion to approve and sign the following orders and personnel payroll orders:

1. An Order to delete from payroll Courtney S. Tusing, Full-time, Deputy, Department 700, effective January 13, 2012 as presented by the Commission Assistant

 2.       An Order to appoint Mr. Jared M. Tully, 18 Angela Drive, Scott Depot, WV 25560 to serve on the Putnam County Board of Zoning Appeals, effective January 24, 2012 with a term to expire on January 1, 2015 as presented by the Commission Assistant

3.        An Order to re-appoint Mr. Jimmy Calhoun, 42 Sherwood Circle, Hurricane, WV 25526 to serve on the Putnam County Planning Commission, effective February 6, 2012 with a term to expire on February 6, 2015 as presented by the Commission Assistant

4.        An Order to re-appoint Mr. Steven Perry, 105 Marlene Avenue, Poca, WV 25159 to serve on the Putnam County Planning Commission, effective February 6, 2012 with a term to expire on February 6, 2015 as presented by the Commission Assistant 

5.         An Order to re-appoint Mr. David Powell, Ferguson Waterworks, 500 Corporate Centre Drive, Suite 542, Scott Depot, WV 25560 to serve on the Putnam County Planning Commission, effective February 6, 2012 with a term to expire on February 6, 2015 as presented by the Commission Assistant

Commissioner Haynes made a motion to approve the Orders as presented.  Commissioner Andes seconded the motion.  The motion carried unanimously.

BOARD APPOINTMENTS

Commissioner Haynes made a motion to re-appointment David Powell, Steven Perry, and Jimmy Calhoun to serve on the Putnam County Planning Commission, effectiveFebruary 6, 2012with a term to expire onFebruary 6, 2015.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Commissioner Haynes made a motion to appoint Jared M. Tully to serve on the Putnam County Board of Zoning Appeals, effectiveJanuary 24, 2012with a term to expire onJanuary 1, 2015.  Commissioner Andes seconded the motion.  The motion carried unanimously.

BRIAN WOOD, COUNTYCLERK

Commissioner Haynes made a motion to approve a Depository Bond for Putnam County Bank as presented by Mr. Wood.  Commissioner Andes seconded the motion.  The motion carried unanimously. 

RESOLUTION

Commissioner Haynes made a motion to sign a Resolution commending Paisley Kathryn-Mae Tabor for her donations to the Putnam County Animal Shelter.  Commissioner Andes seconded the motion.  The motion carried unanimously.

GARY WALTON, PUTNAMCOUNTY DEVELOPMENT AUTHORITY

Commissioner Haynes made a motion to approve a Resolution regarding the expenditure of funds received through a distribution of a portion of Coalbed Methane Severance Tax as presented by Mr. Walton.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Commissioner Haynes made a motion to approve a Resolution of Support for an Application by the Putnam County Development Authority for an amount not to exceed $400,000 in program year 2012-2013 Industrial Access Road Funding through the West Virginia Development Office and the West Virginia Department of Transportation as presented by Mr. Walton.  Commissioner Andes seconded the motion.  The motion carried unanimously.

DUSTY HURLEY, PROJECT MANAGER

Commissioner Haynes made a motion to sign a funding request letter for the Hometown Stormwater Program as presented by Ms. Hurley.  Commissioner Andes seconded the motion.  The motion carried unanimously.

 Commissioner Haynes made a motion to issue a check from the General County Fund in the amount of $15,405.00 payable to Olentangy Restoration for the WV Courthouse Facilities Improvement Authority Grant General Exterior Project at the Putnam County Courthouse as presented by Ms. Hurley.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Commissioner Haynes made a motion to authorize the President to sign a Change of Scope for the Community Participation Grant – Prestera as presented by Ms. Hurley.  Commissioner Andes seconded the motion.  The motion carried unanimously.     

BRIAN DONAT, COUNTYMANAGER

 

Commissioner Haynes made a motion to authorize the President to sign a Proposal for Engineering Services – Hometown Stormwater as presented by Mr. Donat.  Commissioner Andes seconded the motion.  The motion carried unanimously.  

Commissioner Haynes made a motion to approve a budget revision for Data Processing Fund #428 covering capital outlay as presented by Mr. Donat.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Commissioner Haynes made a motion to issue a check from the Dog Fund in the amount of $40.00 payable to Zachary Kennedy to refund adoption fee as presented by Mr. Donat.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Commissioner Haynes made a motion to issue a check from the Technology Fund in the amount of $17,652.20 payable to Alpha Technologies for equipment and services for the phone system upgrade project as presented by Mr. Donat.  Commissioner Andes seconded the motion.  The motion carried unanimously.

Mr. Donat presented the following orders for approval:

1. An Order to issue a check from the Putnam County Community Criminal Justice Fund in the amount of $2,080.00 payable to Thomas M. Lyvers, Sr., for services rendered throughJanuary 20, 2012

 2.        An Order to issue a check from the Putnam County Community Criminal Justice Fund in the amount of $16.39 payable to Express Printing, Inc. for supplies

Commissioner Haynes made a motion to approve the orders as presented.  Commissioner Andes seconded the motion.  The motion carried unanimously.

ESTATE SETTLEMENTS

The Fiduciary Supervisor Ms. Karr presented the following documents to the Commission and recommended that they be approved as presented:

Short Form Settlements:                          Joseph W. Allison,III, William D. Creech, Barbara Ann Hall, Robert Wesley Hudson, Jerald David Jividen, Carroll Edward Jones, Maxine Justice Little, Carl Bernard Pape, Sr., Donald Floyd Rhodes, Dorothy B. Rhodes

An Order to disburse the sum of $11.00 from the Fiduciary Special Fund made payable to Brian Wood, Clerk, for Application of Fiduciaries

An Order to disburse the sum of $110.00 from the Fiduciary Special Fund made payable to Brian Wood, Clerk, for recording settlements

An Order of “Estate Listing” and actions of the Fiduciary Supervisor from January 9, 2012 through January 20, 2012

Commissioner Andes made a motion to approve the documents as presented and authorize the President to sign.  Commissioner Haynes seconded the motion.  The motion carried unanimously.
